Implementing governance in public education management at the Palestinian Ministry of Education and governance indicators impact on students’ performance: A statistical analytical experimental study

Abstract
This study aims to examine the impact of applying governance indicators in public education management within the Palestinian Ministry of Education on students’ performance in public schools. A descriptive-analytical mixed-methods approach was employed, using a questionnaire consisting of 35 items to measure governance indicators (transparency, accountability, participation, effectiveness, and rule of law), in addition to students’ academic performance records. The study sample comprised 450 participants, including 100 school principals, 150 teachers, and 200 students, selected through stratified random sampling during the 2025/2026 academic year. Statistical analysis using Pearson correlation and multiple linear regression revealed a positive and statistically significant relationship between all governance indicators and students’ performance. Transparency (r = 0.52) and effectiveness (r = 0.50) showed the strongest correlations at a significance level of (p < 0.01). Furthermore, analysis of variance indicated significant differences in students’ performance attributable to the level of governance implementation in schools (F = 12.34, p < 0.001). The findings confirm that strengthening transparency, effectiveness, and accountability, along with enhancing community participation, has a direct positive effect on educational outcomes. The study recommends adopting clear educational governance policies, expanding digital governance practices, and standardizing administrative procedures across educational directorates to improve the quality of public education in Palestine.
