Abstract
This study aimed to foresee the future roles of educational supervisors and identify the infrastructure, legislation, and competencies required to shift towards a Smart Supervision model that supports School Empowerment, culminating in the development of a proposed strategic framework. The study adopted a Mixed Methods approach (Exploratory Sequential Design), utilizing a "Hybrid Methodology" that integrates the Delphi Technique with Reverse prediction Logic. The purposive sample consisted of (20) experts representing supervisory, school administration, and technical leadership in the General Administration of Education in Al-Qassim Region. The study yielded key results, most notably that the paramount future role for the supervisor is transitioning to a "Data Analyst" for performance indicators (Mean: 4.65), and the highest priority requirement is providing a "Centralized Data Platform" (Mean: 4.78). Furthermore, regarding solutions, the experts emphasized the necessity of "Gradual Implementation" to mitigate resistance to change (Mean: 4.85). The study recommended adopting the proposed strategic framework, initiating the granting of experimental authorities to distinguished schools, and qualifying supervisors in "Data Literacy" competencies.
