Abstract

The concept of human capital is considered one of the central notions in economic and development literature. It has gained growing attention in the public policies of many countries and development organizations, as well as wide recognition in academic research and writing, due to its close connection with improving productivity and promoting sustainable development pathways. Despite the widespread use of the concept of human capital in international literature and public policy, its application in the Moroccan context still lacks a clear theoretical and historical framework that highlights the stages of its integration and the evolution of its meaning. This study aims to examine the concept of human capital through the development of its interpretations in economic and international literature, while analyzing the stages of its incorporation into Morocco’s development trajectory. The study adopts a historical and analytical approach based on an in-depth review of theoretical literature, international reports, and relevant official Moroccan documents. It finds that the concept of human capital has evolved from a traditional economic perspective, which limited it to a factor of production, into a broader and more comprehensive approach that views people as both the center and ultimate purpose of development. The study also shows that the integration of human capital into Moroccan policies has gone through several distinct phases, moving from an implicit adoption of the concept to clearer efforts to frame it within public policy. This progression ranged from human resource development to social development, then human development, and finally to viewing human capital as a strategic investment, particularly in the fields of health, education, and training. However, this integration still faces challenges related to policy coherence and the effectiveness of coordination between sectoral public policies.
